Medicare AEP Readiness: What to Fix Before October

Annual enrolment compresses a year of insurance call volume into eight weeks. The preparation that matters starts in summer.

Medicare annual enrolment runs from 15 October to 7 December. In those eight weeks, the network moves more Medicare Advantage call volume than in the rest of the year combined.

Everything that is slightly wrong in September becomes expensive in November. Here is the readiness list, in the order it needs doing.

Get creative reviewed in August

CMS marketing rules apply to publisher creative, not only to carrier materials, and review takes longer than teams plan for. In August the queue is manageable. In the first week of October it is not, and a rejected ad in mid-October is a rejected ad for the season.

Submit early, submit the variants you actually intend to run, and assume at least one round of revisions.

Confirm agent licensing coverage state by state

Routing will not deliver a call from a state a buyer is not licensed in, which is correct behaviour and a bad surprise if you discovered your coverage gap on 16 October.

Pull the current licensing matrix now, compare it against where you intend to buy media, and either close the gaps or exclude the states. Both are fine. Discovering the mismatch during AEP is not.

Size agent capacity against the actual curve

AEP volume is not flat across eight weeks. There is a sharp spike in the first four days, a sustained plateau, and a second smaller spike in the final week as the deadline lands.

Staffing to the average means the first four days ring out. Concurrency caps should be set to what you can genuinely answer, with overflow arrangements for the spike — paying for calls nobody picks up is the most avoidable cost of the season.

Set day-parting to the senior calling pattern

Medicare call volume peaks mid-morning and falls off sharply after 5pm local — a very different curve from most consumer verticals. Campaign schedules copied from an auto insurance account will spend a meaningful share of budget in hours that produce poor connect rates.

Pre-agree your dispute process

Volume compresses disputes too. If your process for contesting a call is an email thread, it will not survive November.

Agree in advance: what evidence is attached, what the response window is, who decides. Every offer on our network carries a dispute window with evidence attached to the call record specifically so this does not become a negotiation during the busiest weeks of the year.

Plan the post-7-December cliff

Volume does not taper after 7 December, it stops. Publishers who have built their entire media plan around AEP inventory have nothing to run on 8 December.

The plan for that week should exist in September. Special enrolment eligibility, other insurance lines, or a deliberate wind-down are all reasonable answers. Discovering the question in December is not.

The one-line version

Almost everything that goes wrong during AEP was fixable in August and unfixable in October. The season rewards preparation far more than it rewards reaction.
